LAPD Detectives Cole Phelps and Stefan Bekowsky answer an urgent radio message via KGPL concerning a shootout in progress at the corner of Shatto Pl. and Valencia St. in Wilshire. On the scene the two detectives are informed that a group of men involved in a traffic stop and armed with high-powered rifles took a police officer Sam Kaplan hostage and engaged officer Victor Zimmerman in a shootout from the roof of a building.

Under fire, you must kill the shooters from the ground. The two gunmen on the main building have Thompsons and the gunman on the side building has an M1 Garand. Shotguns are not a good suggestion here, since they're mostly for medium range, though on the roof of the building to the left there is sometimes an officer using a M1 Garand. If you reach the roof of that building, the officer will be wounded, and you will be able to use the rifle. After you take out the gunners that are visible, you have to climb up the drainpipe to the lower roof and then a ladder to the upper roof. The remaining shooter is using the officer as a human shield. Kill the gunman and rescue the officer.
If you climb the drainpipe before Bekowsky and the rest of the officers cease fire, you can prevent the human-shield part, kill the gunman wearing a vest (the one who you see during the beginning of the cutscene), before he use the officer and make this street crime more difficult.
