I don't think that book found in the drawer of Schroeder's apartment was a list of bribes like it says under the Floyd Rose listing in the Persons of Interest section.  40 and 50 etc... are very low amounts of money for bribing police in a major city, even in the mid 1940s. Also Phelps (a police officer) didn't recognize any of the other names in the book as being police officers, and nothing was mentioned about bribes at all.

I think that Schroeder was a bookie, and those amounts were bets placed with him. The amounts are reasonable and Schroeder had pictures of boxing on his wall.
