Thomas Houlihan is a character in L.A. Noire. He is a patrolman in the LAPD. He appears in The Consul's Car case at the lot where the vehicle is found. He is the first officer that Phelps speaks to. He is also seen in The Red Lipstick Murder. He is also the first cop he talks to in the case, in which Phelps tells him to go door-to-door asking neighbors what they now about 'The Moors'. He is also seen in The Golden Butterfly, in which you see him watching over ther car at Belmont High School.
